CHAPTER THREE
METHODOLOGY
3.0 Introduction
This chapter presents the methodology which consists of the research design, area of study, study population, sample population and selection, sampling technique, data collection method, data quality control, data collection procedures and limitations of the study.
3.1 Research design
Qualitative and quantitative research designs will be used. The researcher will use the above methods because many aspects will be covered in the study concerning the impact of participation of end user on effective procurement at Mukono district local government given the complex nature of District Local Governments, Qualitative research method will be used because it collects information within a short time while quantitative will be through interview to cross check what had been given.
3.2 Area of the study
The study will be carried out at Mukono district local government
3.2 Study population and sample size
The study will target District Officials, the procurement staffs of Mukono District Local Government, Accounting officers of the district and pre-qualified service providers.
3.3 Sampling techniques
According to (Amin, 2005) sampling involves selecting a sample of the population in such a way that samples of the same size have equal chances of being selected.
The sample will comprise of 30 respondents that will be selected in a way that 3 respondents will be from the procurement department, 10 from administration, 10 from prequalified suppliers and 7 respondents from end user Department. While carrying out research, purposive sampling was applied to the above different categories of respondents.
Table 1 below shows the summary of the sample size of the respondents and the sampling techniques used in the study.
Table: Sample size of the respondents
| Population Category | Total population | Sample size |
| Administration | 15 | 10 |
| Prequalified suppliers | 15 | 10 |
| Procurement and disposal unit | 3 | 3 |
| User department | 10 | 7 |
| Total | 43 | 30 |
3.4 Data collection methods
Source of data will be from both primary and secondary sources.
- Primary data
Primary data will be obtained from the questionnaires administered on the target respondents to gain opinions and practices on participation of end users and effective procurement in Mukono District Local government Uganda.
- Secondary sources
Secondary sources of data will involve reviewing existing related information on the Study such as reports, journals, magazines, newspapers, textbooks and electronic data bases.
3.5 Research instruments.
The study will use a questionnaire data collection method.
3.5.1 Questionnaire
Questionnaires will be used because they take shorter time to cover a larger sample facts are evident and documented; they also eliminate the element of shyness in respect of interviewing and yet give the respondent enough time to avail accurate answers. The researcher will use both Open-ended and Closed ended questions for the purpose of having all research questions answered.
3.6 Data collection procedures
Upon receiving the University permission to carry out research, the area of study will be visited for purposes of familiarization. The researcher will seek permission from staff and once allowed to proceed with research, questionnaires will be issued and interviews will be carried out with the selected staff.
3.7 Quality control of data instruments
The instrument will be taken to the supervisor to check its correctness there after pilot study will be carried out to find out if it measures what it was meant to for.
3.8 Data processing and analysis
The raw data will be coded, edited, and arranged ready for analyzing only completed raw data will be analyzed using statistical tables and graphs.
3.9 Limitations of the study
Financial constraint, cash flow did not flow as expected but this did not affect the study. Respondents may delay in filling the questionnaire and feared to give information, they will be persuaded that the information will be confidential and will be kept secret.
