COURSES UNDER REVIEW BY NATIONAL CURRICULUM DEVELOPMENT CENTRE (NCDC)

National Certificates

The courses shall be offered at Technical, Vocational and Farm Institutions for course duration of two academic years and equated as Advanced level equivalent. A learner is allowed to complete the first year of study and go to the industry or world of work for employment or job creation. She/he is required to return to the same Institution to complete the course within five years from the time of first enrolment.  The graduates qualify as crafts men and women.

The entry requirement to these courses shall be holders of Uganda Certificate of Education or Uganda Junior Technical Certificate or Community Polytechnic Certificate of Education or a degree or diploma in any a specialized field.

The course assessment has a combination of 40% continuous assessment at Institutional level (Laboratory tests, hands on practical involvement, assignments and class tests) and 60% National final examinations (hands on practical, presentations, pen and paper examinations)by Uganda Business and Technical Examinations Board (UBTEB).

National Certificate in Agriculture (NCA) has been reviewed and rolled out.

The main purpose of these short courses is to skill citizens.

The entry requirement to these courses shall be those without Primary Leaving Examination Certificate but have interest, holders of Primary Leaving Examinations Certificate, Uganda Certificate of Education and any other qualifications.

A learner is allowed to offer particular modules of his/her interest and allowed go to the industry or world of work for employment or job creation on attainment of required competences. She/he shall be allowed to return to an institution to offer another set of modules of the chosen course. The graduates qualify as apprentices, with a Competence National Certificate which is not classified.

A learner may offer the outlined modules of the course in sets and upon completion, they lead to the award of a classified National Certificate.

PROJECT BACKGROUND

The project will be located at Mbarara district and the name is called Mbarara vocational training institute. This project will be managed by Mr. Tumusiime micheal to ensure that the objectives and aims of the project are fulfilled.

The main work of Mbarara vocational training institute will be to train students and give them practical knowledge and skills that can enable them be self-reliant in future, this will help in reducing the unemployment levels that is currently high in Uganda among the graduate that has been mainly orchestrated by theoretical education.

Some of the practical courses that will be offered to the students by Mbarara vocational training institute will include;

The institution will offer tailor made courses and full time courses

Tailor made courses

These programs are organized by Mbarara vocational institute according to the needs identified by particular industries or organizations. These courses cover duration of 1 to 3 months.

  1. Computer application (Ms word, excel, power point)
  2. Computer aided design (archicard/autocard)
  3. Painting and decoration

Full time courses

These are long-term programs depending on the certificate aimed for but usually vary from 6 months to 2 years.

Mbarara vocational training institute has chosen to offer these courses because they are marketable and it is believed that after the students have been taught , they are able to create their own jobs as engineers, plumbers, welders and many more other lucrative professions that will enable these students improve on their quality of life in future.

Mbarara vocational training institute will be located in the sub county of  Kashari in Mbarara districts and the institute will occupy an area of 20 acres of land to enable it have enough space that can enhance quality study.

Mbarara vocational institute will need to construct the following facilities to enable it achieve its goals and objectives.

Objectives or goal of training

  1. To satisfy Industrial manpower needs by training and providing the best and finest skilled crafts men/women.
  2. To train skilled crafts men/women that can be entrepreneurs who can start up business to serve various societies and hence fully satisfying the social needs.
  3. To train and grade the knowledge and skills of the middle class worker so as to cope up with the changing technology in industries.

Financial planning

With a total population of 5600 the institute expects to attract around 4,520,000,000, this will ensure that Mbarara vocational institute has enough income to ensure that the organization is sustainable to meet its running costs like  paying for bills.

Strengths of mbarara vocational institute

  • The presence of large piece of land which will enable the institute to expand when need arises
  • The commitment from the stake holders to enable the institute grow
  • The institute is dealing in educational services which are lacking in most parts of east Africa and therefore the institute will attract students from neighboring districts, Tanzania, Kenya , Rwanda and all the other parts of Uganda
  • The mbarara vocational institute lacks immediate competitor to the services it is providing in kigezi region this will enable it attract large numbers of students.

Weakness

The initial cost of the project is high

Currently the institute will face competition from few existing vocational institute in Uganda like Bweyogerere vocational institute.

Short Term Plan (Jan 2021-Dec 2022)

  • The institutes will acquire land for the construction
  • The institute plans to register with ministry of education and sports.
  • The institute plans to construct the buildings that will enable it achieve its goals and objectives
  • The institute will also hire teachers so that it begins offering technical education to the students.
  • The institute will advertise its services to ensure that community members both within and from other countries are aware of the services being offered.

Long term plan (January 2023 -2026)

The Institute also plans to partner with large industries plus also small scale manufacturers to ensure that the employees of the organizations are trained to ensure better productivity.

The Institute will then finally work on securing the whole of its property by constructing a mortar and brick wall fence all around the Institute land.

For proper management of expansion and visibility of the Institute, the management will re-align its organization by establishing coordinating centers in other regions of the country so as to enhance awareness of the Institute.

The Institute will continue to seek new ways to provide a better and more convenient teaching environment through technology. The virtual classroom teaching is a thing of the near future and the Institute is positioning themselves to be among the those who will provide such services.

The Institute also plans to introduce laptops for every student to help them be in position to catch up with the recent technologies.

The Institute plans to offer housing facilities to both teaching and non-teaching staff. The priority will first be for teachers.

Assumption

When the school gets enough funds it will be able to meet most of the challenges that it will be facing.

The funds will be specifically used for the development of the necessary infrastructures in the school which will enable the institute to provide low cost, practical education to the needy and the unprivileged youths in Uganda.

Justifications for the projects

 

 

 

The level of unemployment in Uganda is so high and therefore mbarara institute of vocational training will ensure that it skills the Ugandan youths so as they are self-employed to reduce on the levels of unemployment.

With a population of over 39 million, a youth population of 7.9 million (2015*), and a nominal GDP of 700 USD per capita (2017**),  Uganda has a 2.3% unemployment rate among the total labour force and this unemployment has led to poverty and therefore providing them with practical technical skills is imperative to reverse the situation. According to World Bank Data, 2018.

Mbarara institute mission is to ensure that individuals and enterprises acquire the skills they need to raise productivity and income.

Private Sector Foundation Uganda (PSFU) is Uganda’s apex body for the private sector. It is made up of over 200 business associations, corporate bodies and the major public sector agencies that support private sector growth, this institutions also has encouraged the government to provide technical education since majority of the graduates donot have the skills that is needed by employers and therefore technical education that will be provided by Mbarara vocational training institute will be essential for the provision of quality and skilled manpower that can fit in the job market.
