(a) Formulation of SMART Project Objectives
The National Backbone Infrastructure (NBI) Project is a flagship initiative undertaken by the Government of Uganda through the Ministry of ICT and National Guidance. Launched in 2006 under the Regional Communication Infrastructure Program (RCIP), with support from the World Bank and later the Government of China, the project aims to enhance broadband connectivity nationwide. It focuses on deploying a fiber optic network that connects major towns, government institutions, and border points across the country.
The NBI was designed to address challenges such as high internet costs, inadequate connectivity, and unreliable ICT services that had previously constrained digital transformation and economic development in Uganda. By providing affordable, high-speed internet and reducing dependence on costly satellite systems, the project seeks to improve service delivery in both public and private sectors, strengthen e-government systems, and stimulate socio-economic growth.
Implemented in phases, the project has expanded to cover thousands of kilometers of fiber optic cable. In addition to improving domestic connectivity, the NBI facilitates regional integration by linking Uganda to neighboring countries including Kenya, Rwanda, South Sudan, and Tanzania, thereby positioning the country as a digital hub in East Africa.
To guide implementation, the following SMART objectives were established:
- Objective 1: To extend broadband connectivity to all major towns in Uganda by installing 3,000 kilometers of fiber optic cable by the end of 2026, with the aim of reducing internet bandwidth costs by at least 40%.
- Objective 2: To enhance access to reliable and affordable internet services for government institutions, businesses, and households, achieving a 60% increase in digital service utilization across all connected districts within two years after project completion.
(b) Statement of Work (SOW) and Work Breakdown Structure (WBS)
Statement of Work (SOW):
The NBI Project entails the planning, installation, and operationalization of a national fiber optic network linking major urban centers across Uganda. The scope includes feasibility studies, procurement of materials, civil works for cable installation, deployment of ICT infrastructure, system testing, and commissioning. It also incorporates training of technical personnel and stakeholder sensitization to promote effective use of the infrastructure. Key deliverables include operational broadband connectivity, reduced internet costs, and improved ICT service delivery across both public and private sectors.

(c) Project Schedule and Implementation
The project timeline is structured into phases as follows:
- Project Planning and Design: January – March 2025 (3 months)
- Procurement and Logistics: April – June 2025 (3 months)
- Civil Works and Installation: July 2025 – March 2026 (9 months)
- Testing and Commissioning: April – May 2026 (2 months)
- Capacity Building and Support: June – September 2026 (4 months)
The NBI project has historically been implemented in four major phases under the coordination of the National Information Technology Authority-Uganda (NITA-U):
- Phase I (2006–2008): Established the initial backbone network connecting major towns such as Kampala, Entebbe, Jinja, and Bombo, primarily targeting government institutions.
- Phase II (2009–2010): Expanded connectivity to additional regions including Gulu, Masindi, Soroti, Lira, and Hoima, while integrating more government agencies and reducing reliance on satellite internet.
- Phase III (2013–2015): Extended the network to over 2,400 km, improved redundancy, and established points of presence in more than 22 districts.
- Phase IV (2016–2021): Expanded coverage to over 49 districts, connected more than 1,200 government sites, and completed over 4,000 km of fiber optic infrastructure. It also strengthened cross-border connectivity with neighboring countries.
Project Implementation Approach:
Implementation followed a phased, multi-stakeholder model coordinated by NITA-U in collaboration with international partners. Key activities included:
- Aligning the project with national ICT policies and Vision 2040
- Conducting feasibility studies to identify priority areas
- Deploying fiber optic infrastructure along major transport corridors
- Securing funding from the Export-Import Bank of China and engaging Huawei Technologies as the primary contractor
- Training ICT personnel in government institutions
- Monitoring progress to ensure quality, compliance, and timely delivery
Key Outcomes:
- Significant reduction in internet costs (from over USD 1,200 to below USD 70 per Mbps)
- Improved delivery of e-government services such as online tax systems and e-procurement
- Enhanced opportunities for private ISPs to expand broadband access, including rural areas
(d) Application of ICT Tools in Project Management
ICT tools play a vital role in enhancing project efficiency across all five process groups—initiating, planning, executing, monitoring and controlling, and closing—as well as the ten Project Management Knowledge Areas:
- Integration Management: Tools such as MS Project and Primavera facilitate coordination and integration of all project activities.
- Scope Management: Software like IBM Rational DOORS supports clear definition and control of project scope.
- Time Management: Gantt charts and MS Project assist in scheduling and tracking project timelines.
- Cost Management: Systems such as SAP ERP and Oracle Financials enable budgeting, cost monitoring, and forecasting.
- Quality Management: Tools like Minitab support quality assurance through data analysis.
- Human Resource Management: Platforms such as BambooHR and Odoo assist in managing personnel and training.
- Communication Management: Tools like Microsoft Teams, Slack, and Zoom enhance communication and stakeholder engagement.
- Risk Management: Risk analysis tools, including Monte Carlo simulations and RiskyProject, help identify and mitigate risks.
- Procurement Management: E-procurement systems streamline vendor selection and contract management.
- Stakeholder Management: CRM systems help track stakeholder expectations and engagement.
