BACKGROUND OF KYAMBOGO UNIVERSITY
Kyambogo University is a relatively new University created with the main aim of promoting and advancing knowledge and development of skills in Science, Technology and Education and such other fields having regards for quality, equity, progress and transformation of society.
Kyambogo University (KYU) is Uganda’s third public university established by the Universities and Other Tertiary Institutions Act 2001 and the Universities and Other Tertiary institutions’ (Establishment of Kyambogo University) instruments of 2003. It is a merger of the former Uganda Polytechnic Kyambogo (UPK), the Institute of Teacher Education, Kyambogo (ITEK), and the Uganda National Institute of Special Education (UNISE).
Kyambogo University is a government institution, and its main purpose is to provide education services as well as research. The university has embraced the fields of science, technology, education and special needs and rehabilitation as its core areas of training and research.
The university is creating more opportunities for science and engineering students at all levels. It is now possible to start with a certificate or diploma and progress to a degree and postgraduate qualification. To keep pace with global trends, Kyambogo University has built capacity, and continues to do so in information and communication technology (ICT).

The functions of Kyambogo University
- To provide instruction to all those admitted to the University and to make provision for the advancement, transmission and preservation of knowledge and to stimulate intellectual life in Uganda.
- To conduct pre-service training in the field of Teacher Education leading to award of certificates, diplomas and degrees.
- To conduct in-service and pre-service courses for teachers, including those in technical education, special needs education and rehabilitation.
- To organize and conduct refresher courses, seminars and conferences for teachers, education administrators and inspectors of schools.
Human resource strategy
An effective framework of Human Resource (HR) policy involves balancing three key factors. The first key factor is having an effective framework of hygiene factors (Herzberg, 1986) including compliance. The second one is the application of the best organizational design strategy whereby the key actions required for organizational success are the central focus of the person‟s mind and effort. The OPD theory is the third key factor which offers an alternative organizational design. Implementation of Ongoing Professional Development – Strategic Human Resource Management (OPD-SHRM) is fully aware of Hertzberg‟s motivational factors and combined with the hygiene factors represents an integrated motivation system.
