Background of Kyambogo University
Kyambogo University is a relatively young institution established with the primary goal of promoting knowledge and developing skills in science, technology, education, and other related fields, with a strong emphasis on quality, equity, societal progress, and transformation.
Kyambogo University (KYU) is Uganda’s third public university, founded under the Universities and Other Tertiary Institutions Act of 2001 and officially established in 2003. It was formed through the merger of three institutions: the Uganda Polytechnic Kyambogo (UPK), the Institute of Teacher Education Kyambogo (ITEK), and the Uganda National Institute of Special Education (UNISE).
As a government institution, the university is dedicated to providing education and conducting research. Its core areas of training and research include science, technology, education, special needs, and rehabilitation.
The university has expanded opportunities for students, particularly in science and engineering, by allowing academic progression from certificate and diploma levels to undergraduate and postgraduate qualifications. In response to global developments, Kyambogo University has also strengthened its capacity in information and communication technology (ICT) and continues to enhance this area.

Functions of Kyambogo University
- To provide instruction to admitted students and support the advancement, dissemination, and preservation of knowledge while promoting intellectual growth in Uganda.
- To offer pre-service teacher education leading to certificates, diplomas, and degrees.
- To conduct both pre-service and in-service training for teachers, including those in technical education, special needs education, and rehabilitation.
- To organize refresher courses, seminars, and conferences for teachers, education administrators, and school inspectors.
Human Resource Strategy
An effective Human Resource (HR) policy framework involves balancing three key elements. The first is the establishment of strong foundational or “hygiene” factors, as described by Frederick Herzberg, including compliance and favorable working conditions.
The second element focuses on applying an effective organizational design strategy, ensuring that critical actions for organizational success remain central to employees’ focus and efforts.
The third element is Organizational and Professional Development (OPD) theory, which provides an alternative approach to organizational design. The implementation of Ongoing Professional Development within Strategic Human Resource Management (OPD-SHRM) integrates Herzberg’s motivational factors with hygiene factors to create a comprehensive and effective motivation system.
