LOGISTICS PLAN FOR EPSILON LOGISTICS

 silon provides logistic management solutions for business clients in multiple routes with in the country and the whole of East Africa particularly for the Downstream Oil and Gas sector clients.

The purpose of this document is to show how logistics management will be achieved for the Tilenga Upstrem Development Project. For this particular project, Epsilon will seek to meet the following objectives.

• To run a Fleet fit for Purpose.
• To Ensure Timely Pickups and Deliveries.
• To Ensure that we have Professional Drivers/ Operators
• Holding at least 2 Facilities to cater for Accommodation, Parking and Maintenance of Equipment both in South and West Nile.
• Maximising Customer Satisfaction
• Green Purchasing and Environmental Consciousness

Figure below shows the logistics plan that shall be followed by Epsilon for the Tilenga Upstream Development Project

STATEGIES TOWARDS ACHIEVING THESE OBJECTIVES

1. To conduct Research on modern trucks that will ensure a competitive edge in the market. EPSILON will have to conduct research on the different available trucks that have the capacity of ensuring that the company fulfils its main Goal. These trucks must have proper specification of ensuring that they are cost effective and can enable the organization achieve value for money.
2. Develop a purchasing plan/Hiring plan that will ensure availability of trucks

The purchasing plan will be mainly one that attracts competition from different                             suppliers to enable EPSILON achieve value for money.

In the purchasing plan the organization can develop one that guarantees value for money.

3. Mobilise and Allocate funds for purchase of Vehicles.

EPSILON can mobilize and allocate funds for purchase of vehicles. Some of the funds can be borrowed or internally generated. EPSILON will also ensure that it carries out cost analysis whether to outsource the trucks or to buy them.

Regular Inspection and Maintenance of Vehicles. Epsilon shall ensure that all vehicles and other equipment used will be inspected by Victoria Motors prior to deployment. Only those that pass the Inspection shall be deployed, Faulty equipment will not be deployed. Epsilon shall also ensure that preventive maintenance is key to avoid regular breakdowns. 1. Daily Tool Box Talks on Vehicle Maintenance and Basic Mechanics. Epsilon shall ensure that drivers go through daily tool box talks on car maintenance and basic mechanics to help them be well equipped with skills to fix simple problems and to avoid delays. Traffic Management & Monitoring. Epsilon will hire traffic guides and involve the police where necessary to help control the traffic on the roads where our vehicles will be moving.

Traffic Safety Measures.

Epsilon will ensure provision of Escort Pickups for every convoy and all vehicles will be installed with beacon lights to ensure safety on the roads and that emergencies are responded to in a timely manner to avoid delays.

Journey Management Plan. Epsilon has a journey management procedure that facilitates monitoring of all trips and movements made by Epsilon vehicles on a daily basis. This helps to guide vehicle movements hence avoiding delays. Journey Management Procedure.EPN-QHSE-PRO-013 (Attached)

Emergency Response plan. Epsilon has an emergency response plan to ensure planned emergency preparedness, response and recovery in order to lessen the impact of disasters that may occur which in turn helps to avoid work delays. Ref: Emergency Preparedness, Response & Evacuation Plan, EPN-QHSE-PRO-010 (Attached).

Use of advanced Technology. Advanced Technology will be used in trucking Vehicles and other equipment to prevent them from being misused, checking speed limits, hash breaking and fuel monitoring to help reduce on the breakdowns. For example, installing tracking systems like the IVMS. The tracking systems will be installed on the transportation vehicles to help in offering safety for the Driver, goods and also accountability to the Board members. Tracking of the trucks while on transit will also enable the organization achieve value for money and remain profitable.

1. Hiring professional drivers/ Operators. This is based on their Certificates, legal Licences and Experience in performing these activities. EPSILON will hire well experienced drivers and also train them in key areas like defensive driving. Drivers with class DL only will be hired and those with criminal free records. In case of loses due to the negligence of Drivers they will be personally liable for those costs. This will enable EPSILON avoid reckless ness of the drivers.
2. Develop a Training program for drivers so as to increase knowledge, experiences and skills in order to minimise the risk of accidents and to deliver on time. The drivers will be given strict training programs and they will be assessed on this to enable them be given a specific task next day. Any driver who fails the training programs will have shown that is not yet ready to work on the next assignment. This will be guided specifically by Driver Training Matrix & Training Certificates.
3. Staff Motivation. We have a very strong Human resource record and our offers are attractive enough to keep personnel around. Beside an attractive salary, we also offer the following packages to motivate staff to ensure they deliver effectively: Field allowance, Career development opportunities to ensure skills development, Medical insurance, Worker’s compensation, public liability and risk insurance, Upkeep for field staff (meals, transport, accommodation and communication) and Entitled work leaves.

4. Personnel Safety

A job Safety Analysis (JSA), and work plan will be made and submitted to the TUOP FAM before start of execution and all personnel deployed will wear appropriate PPE at all times during work. Mandatory PPEs will include hard hat (helmet), gloves, goggles, safety shoes/boots, and overalls. Other job-specific ones required will also be available for use. Only PPE in good condition will be used and only Personnel deemed fit for the purpose prior to executing their duties.

1. Over a period of time Epsilon has acquired a good number of facilities in the South and West Nile that can be used to accommodate its personnel, park its Equipment and also double as overnight maintenance work shop for the vehicles and all other equipment. Below is a map showing location of these areas.

Maintenance workshop for the facilities is located near were the employees sleep this has been done to reduce costs for the organization and enable the organization achieve its goals.

2. Accommodation, has been put in place to cater for the increasing number of Epsilon staff and to enable the company met planned gargets as well.

EPSILON has self-contained rooms for rooms of all the staff both the senior management and the low management staff. These rooms are located in urban areas of packwach (west nile) and in Hoima (south of the nile). The accommodations are free of charge to all the employees

3. Meals, will be organised within the camp site to mitigate time wastage and reduction on the risk of exposing the entire staff on unhealthy feeding.

EPSILON Logistics Company in effort to ensure employee productivity the company has a strategy for provision of free meals to all the employees. The meals are served by EPSILON Company. The company will employee an experienced cook and all also purchase all the requirements for cooking. Since the number of employed expected is low therefore the company does not expect to outsource suppliers of meals and therefore in an effort to cut costs the company will employ a cook to supervise the preparation of meals.

4. Security, Epsilon has employed, competent security service provider, to guard the site facility and control movements of staff, goods and visitors.

EPSILON will ensure that they outsource security services from a competent security organization in Uganda. Like securex. Outsourcing of security is to enable EPSILON reduce costs as well as ensure safety of the belongings of the company.

However security will be in both for physical security of Humans and also security of goods in transit which will be computerised.

Security of goods in transit: EPSILON will ensure that they monitor goods in transit to minimize the risks of theft. Using this system the tracks will have cameras installed on them and EPSILON official will monitor them at real time.

Security; security of the organizational premises will be done with the use of the security organization.

5. Medical, fully-equipped on site clinic with 24 hour’s medical attendants to enable workers get treatment at all times has been planned to mitigate the risk of moving long distances.

EPSILON logistics will ensure that they employ a team of nurse with both academic and professional qualification to care for the health of employees. The nurse will have to work both day and night shifts to ensure that medical emergencies that the employees experience are resolved in real time, this is done to ensure that the organization does not have any time when they are not working.

6. Laundry services

EPSILON will ensure that they have employ competent person who will wash and iron the clothes that the employees use. This will ensure that they reduce the they enable the employees to fully concentrate on their work since their laundry is being taken care of by a professional.

1. Having Regular weekly meetings with the client representative to check and go through the performance and client feedback. EPSILON will have regular weekly meeting with the clients and get to know their feed backs. These meeting will be held in a hotel that has been chosen by EPSILON.
2. Establishing a blended team to follow up on the implementations and outcomes of the prior logistic strategies. The logistics team that will be established will be composed of experienced professional to enable EPSILON achieve its goals and objectives.
3. Customer Satisfaction Surveys. Epsilon’s team of Customer Care consultants ensures that the surveys are done and feedback is given.

1. Offering Priority to green logistics for example, when purchasing vehicles, we should buy those that do not cause effects to the environment.
2. Hiring specialists for vehicle inspection. Victoria motors will be our preferred vehicle inspector.
3. Strict Adherence to vehicle disposition. Epsilon will have the vehicles terminated from their premises after full depreciation of the vehicle.
4. Epsilon will use only NEMA Licenced Vehicles to carry out its activities.

This Logistics Plan is primarily focused on supporting the delivery of the Waste Management Services for the Tilenga Upstream Development Project.
