1.0 Introduction
ZAHIRA orphanage home will be located at Katikamu in Luweero District with a major aim providing a home for many homeless orphans with in the district and the country at large. Due to the rise of HIV/AIDS pandemic in Katikamu which has claimed lives of many parents and left many children under age 18 orphaned and homeless. ZAHIRA Orphanage home intends to help such children.
1.1 Background
In Luweero District like any other areas of the World, there is growing number of Orphaned and homeless children caused by HIV/AIDS and other illnesses. Findings still show that children in miserable situations are recognized by rather elementary (as opposed to sophisticated) criteria. Top on the list is absence of basic necessities such as shelter, food, clothing and water. Equally important is the ‘human condition’ in terms of physical health and parental care and protection. Thus, this project sets out to contribute towards addressing the plight of children in the aforementioned aspect by establishing an orphanage home at Katikamu, Luweero district.
1.2 Problem statement
In Uganda there are many orphans due to epidemic diseases like HIV/AIDS and civil wars that have claimed the lives of many parents. As such, there is need to establish a good number of orphanage homes so as to addressing the plight of many orphans who do have adequate socio-economic support. It is against this background that establishing ZAHIRA orphanage home at Katikamu, Luweero district has been conceptualized.
1.3 Objectives of the Project
- To establish a home for the homeless, distressed and HIV/AIDS orphans.
- To providing immediate needs and other timely needs of orphans like food, clothing, shelter and elementary education for the orphans, training them in the self-reliance skills that will be available at ZAHIRA Orphanage Home.
- To nurture sick and malnourished Orphan children for better health and keep them well and strong through child survival program.
1.4 Project justification
ZAHIRA Orphanage Home intends to provide a home for the growing number of orphans in Katikamu. A robust body of evidence shows that nurturing family environments are associated with positive outcomes for children’s development. A family is able to provide a child with love, a sense of belonging, and a lifelong connection to a community of people. Within families, children learn and participate in family and cultural traditions, have a sense of shared history, and learn important social skills that help them engage and interact as family and community members later in life.
1.5 Working Area and Stake Holder Management
1.5.1 Working area
ZAHIRA Orphanage Home will be situated at Katikamu, Luweero District in Uganda and it will be a non-profit making organization, limited by guarantee, and a registered compliant Non-Governmental Organisation (NGO) under the Ugandan NGO Act of 1989.
1.5.2 Stakeholder’s management
First and foremost the Directors of ZAHIRA orphanage home will be biggest stakeholders and ultimately responsible for the activities of the organisationand trustees of the Charity from outside countries. ZAHIRA orphanage home will also attract some volunteers and other interested parties like government of Uganda who will also have a stake and their help toward ZAHIRA orphanage home will be appreciated.
2.0. Project activities
- The project will construct a large accommodation for housing the orphans; this will also include playing area.
- The project will ensure that after construction of the house the orphans are brought together.
- The orphanage will provide and clothing to the orphans to enable them stay without moving to the streets of Kampala looking for food.
- The orphanage will offer educational services to the orphans

3.0 Project Implementation
3.1 Implementation Plan
The project will be serviced by the funds from the donors, this will help in the acquisition of properties like land and construction of buildings to enable the success of the project.
3.2 Project Methodology
Provide concrete ways how each project activity will be carried out and/or how each project objective will be achieved.
3.3 monitoring and controlling, evaluating and reporting
Monitoring and evaluation (M&E) will be a very important part of service provision and programme management.
New Children
All new children who will come to ZAHIRA Orphanage Home through the Social Welfare Department. The Orphanage Home will be monitoring local hospitals for newly abandoned and orphaned babies in order to ensure that they are well cared for. Most of the orphans will come straight from the local hospital, abandoned children on the streets and social welfare before coming to the Orphanage Home. Copies of any paperwork associated with the children will be essential for the Orphanage Home’s files, and if necessary, interviews with hospital staff, contact details and any other notes will be made by the home’s staff as soon as possible. New children will have an initial medical examination as soon as they arrive and administer necessary medication, and then introduced to all the existing children and staff. Family members, wherever possible, will be allowed to accompany the children to the Baby Home.
Caring for children
This will be very important because all other activities will only exist in order to support this, the care of the children. There will be schedules and itineraries for each day, so that the children are presented with a stimulating environment. Play will be prime focus. There will music, dancing, 88painting, building, sports and all the other activities that children love and which will help the orphans become fully rounded individuals and will enable them meet their developmental milestones. A pre-school will be set up in the orphanage Home grounds and all age appropriate children will be allowed to attend this regularly. The Orphanage will also ensure a loving and secure environment for the children. The children will be assessed regularly to ensure their health, growth, comfort and happiness. Their emotional and intellectual development will also be monitored and encouraged. Immunizations will be kept up to date and any medical problems will be treated and dealt with such as Anti Retro Viral drugs for the HIV positive children. As much of the medical care of the children as possible, over the next few years will be dealt with within the Orphanage Home, including tests for Malaria and HIV, self-diagnosing and, where possible, treating ailments.
Children with Special Educational Needs
At ZAHIRA Orphanage Home, care will be inclusive i.e. caring for children/ Orphans with Special Needs. Special needs teachers will be employed to take care of this particular category of orphans. The professional care takers will work with these children every day, providing physiotherapy, one to one time in the Orphanage Home’s purpose built Sensory Room, recording their progress and planning future targets for them. The long term care of these children will be issue which will be addressed by ZAHIRA Orphanage Home.
Family Reunification
Ideally, ZAHIRA Orphanage Home will advocate family unification i.e. each child in the Orphanage Home’s care will be helped to find a permanent family, either by reunifying them with existing family members or by finding new foster and adoptive families. In practical terms, the Orphanage will keep track of existing family members, encouraging them to visit and ensuring that a bond is made between the child and the existing family so that, when the time comes for them to be reunified, there is no painful adjustment necessary. If reunification is not possible, then procedures will be initiated to make Orphans eligible for adoption.
Staffing
All staff who will be recruited will have to demonstrate capability, commitment and love. Formal education is not as essential as an understanding of children and a nurturing nature. Recruitment will be very much by word of mouth. The Orphanage Home will operate a shift system to ensure 24/7 care for the children, butwill try to accommodate, where possible, the religious and domestic needs of its staff. In addition, ZAHIRA Orphanage Home will work closely with the other orphanages in the Luweero District as well as the country which cares for older children.

3.5 Role of various actors

- a) Meetings: to chair meetings; sign minutes; sign legal documents; appoint committees and deputies;
- b) Administration (director and ass Director) : to keep relevant records and archives; record minutes, read minutes at meetings; ensure compliance with legislation; prepare regular activity reports; disseminate information where necessary;
- c) Accounting officer: to keep good account of finances and assets of the organisation; balance books of accounts; operate bank accounts; solicit for funds; keep financial records;
- d) Financial planning Officer : to research appropriate funding sources and develop grant proposals for the organisation; conduct feasibility studies on any new project area; ensure adequate cash flow and reserves are kept; to assess and manage all financial risks;
- e) Publicity officer:to mobilize members; publicize the organization to potential volunteers and donors; prepare publications and reports to donors and other interested parties; develop and manage the organization’s website;
- f) On-site supervisor: to arrange maintenance and repair of property; procure such supplies and utilities as required; ensure the beneficiaries are well cared for; to ensure the basic needs of the beneficiaries are met including food, clothing, cleanliness and to record, assess and treat the medical condition of the children;
- g) Chief of Staff:to manage staff and volunteers; hire or take on employees or volunteers as required; to release or dismiss employees or volunteers when necessary; arbitrate and resolve staff disciplinary matters; comply with all employment legislation;
- h) Legal officer (lawyer: to be accountable for formal submissions to companies house and the charities commission; and

5.0 Project Sustainability
The project hopes to get funding from abroad to be in position to provide for the orphanage financial resources to the organization.
6.0 Project Closure
In the event that the project has achieved its objective of caring for the orphans it will be in position to write to the government officials so that it stops its operations.
