Landslide occurrence is on the increase worldwide the consequences of which can be loss of life, loss of livestock, damaging or destroying residential and industrial developments, villages or even entire towns, destroying agricultural and forest land and negatively influencing the quality of water in rivers and streams (UNESCO/UNEP, 1988). The worldwide increased population and economic pressures in mountainous areas have forced human activities to shift to practices such as deforestation, urban development and agriculture into potentially hazardous regions (Guthrie, 2002). In Uganda it is reported that all mountainous areas are either vulnerable to or currently facing serious soil erosion (NEMA, 1997). It is also reported that farmers do not have incentives to undertake conservation measures in mountainous areas of Uganda (NEMA, 1997). Due to these shortcomings mountain disasters such as landslides have had significant impacts but limited interventions exist to minimize them. Landslides are caused by a combination of both natural and human related factors.

 

Bududa District is located in the Eastern region of Uganda, Boarding the republic of Kenya in the East, Sironko District in the North, Mbale District in the west and Manafwa in the south. The District has a land Area of 273.79 Km and represents 1 percent of the Uganda’s Total Land Area. It is 97% rural and 3% in rural townships across the District. It is further comprised of 15 Sub counties and one town council.  The district is prone to effects of Landslides. The Consequences of the landslides affect people with disabilities in many ways notably death, injuries and even further Disabilities.

 

Because of the nature of disabilities, during evacuation operations Persons with Disabilities are not fully included in planning and carrying out such ventures.

 

Needs of People with disabilities are also rarely taken into consideration during the relocation phase.

Legal framework about Disasters

Uganda and Bududa in particular has people with disabilities that affect their “mobility, long-term health, sensory perception, cognition, intellectual ability, and mental health” (Roth 2018:91). Therefore, disasters impact directly not only people with disabilities, but entire societies (Roth 2018:91).According to the United Nations (UNISDR 2015a), people with disabilities are two to four times more likely than others to be injured or die in a disaster. However, these deaths and injuries are “not due to medical conditions themselves, but rather to stigma, low expectations, and a lack of inclusive planning” (Roth 2018:91). The disproportionate burden of disasters borne by people with disabilities is also due to factors like exclusion from decision making processes, poor living conditions, inadequate infrastructure, income inequality, and limited access to basic services such as education and information (UNISDR 2015b: 1).

 

Despite the heavy burden of disasters borne by people with disabilities, international policies on disaster risk reduction were silent on the issue of disability. The silence was broken only recently by the Sendai Framework on Disaster Risk Reduction 2015-2030 (SFDRR)[1].

According to Stough and Kang (2015:140) the SFDRR “firmly established people with disabilities and their advocacy organizations as legitimate stakeholders and actors in the design and implementation of international disaster risk reduction policies.” Not only did it make indirect references to disability-related principles and concepts like inclusion, accessibility and universal design (Stough and Kang 2015), it also directly urged governments to engage with persons with disabilities “in the design and implementation of policies, plans and standards” (UNISDR 2015a:5).

 

The SFDRR also urged governments to involve persons with disabilities in disaster risk assessment and other community resilience activities. Roth (2018:92) observed that a resilient community plans for, and with, all its members. Inclusion of persons with disabilities has several advantages for disaster response and risk reduction. However, to leverage their capacities, persons with disabilities need to be viewed as potential assets, rather than liabilities. According to Roth (2018:92), persons with disabilities:

The Constitution of the Republic of Uganda 1995Chapter 35 Article 1 States that persons with disabilities have a right to respect and human dignity  State and Society shall take appropriate measures to ensure that persons with Disabilities realize their full mental and physical potential.

The Uganda National Policy on Disability enacted in 2006 ensures legal protection and equal opportunities for persons with Disabilities emphasizing   a right based approach to Disability

  The Problem Statement

 

Although it is clear those landslides have caused damage in the mountainous area of Bududa District, (NEMA, 1998) their causes and factors that influence them in these areas are still not well understood. The challenge is the after effects of land sides onto populations especially persons with Disabilities.

 

Available information indicates that the heavy rains experienced from October 1997 to January 1998 caused landslides, which killed 48 people and displaced 10,000 from the slopes of Bududa including vulnerable persons like Disabled persons. Further still, the heavy rains in August and September 2007 left five people dead, crops and a lot of property damaged. 80% of Bududa is a fragile ecosystem because of its extreme steepness and at the same time it has an average population density of 952 people per km2 (UBOS 2002) making it one of highly populated areas in Uganda. Government had proposed resettlement of some of the affected people to safer areas. During the relocation planning and implementation needs of persons with Disabilities were not taken into account. This practice contributes to isolation and exclusion of persons with Disabilities in terms of their livelihoods and other basics of life.

 

October 13,  2018 Tsume river burst its banks at about 2:30pm local time following a heavy downpour in Mt Elgon national park “and caused a landslide up the mountain that covered more than 70 people according to local authorities.

Study area

The study will be carried out in District of Bududa targeting populations of Persons with Disabilities and those without specifically in the land slide affected sub counties.
