EXECUTIVE SUMMARY

 

Child Development Programs (CDP) is a Non- profit /Non-Government indigenous organization (CBO) under Jesus Disciples Centre ministry. It was established in 2014 to raise hope among people living under abject poverty. These categories of people include; Orphans and other Vulnerable Children (OVC), Widows, refugees and people in war tone areas, People Living with HIV/AIDS and Many others.

Child Development Programs has capacity in HIV&AIDS initiatives and Orphans and other vulnerable children work. CDP stands in high repute with Busia District Health Department, Education department, Welfare and probation office and Busia Network of AIDS Service Organizations, BUNASO – a coordinating body for all HIV & AIDS NGOs in the district. CDP has had considerable work with PLHIV in the Busia area in liaison with other district actors. The good will that exists shall be of use as this project is delivered.

Uganda is often held up as a model for Africa in the fight against HIV and AIDS. Although there is a lot to learn from Uganda’s comprehensive and timely campaign against the AIDS epidemic, emphasizing Uganda’s success story, must not detract from the huge consequences that AIDS continues to have across the country. There are an estimated 1.2 million people living with HIV in Uganda, which includes 150,000 children. An estimated 64,000 people died from AIDS in 2009 and 1.2 million children have been orphaned by Uganda’s devastating epidemic                                                      A national demographic and health survey conducted in 2011 shows that the national HIV/AIDS prevalence has hit a seven-year high of 7.3%, up from 6.4% in 2006, according to the Minister of health, Dr. Christine Ondoa. The Vulnerability of children is high where 96% of the 17.1million children are attributed to poverty and HIV/AIDS. It’s indicated that Uganda’s 31% under poverty, 62% are children.

Busia district has the largest percentages of Christian faith establishments and traditionalists with considerably high levels of polygamy, Crimes, child abuses, neglect, prostitution, witchcraft and abject poverty; as a result, people hardly afford basic necessities like education, health care, shelter, clothing and even food. This has maintained tremendous vulnerability of the people hence the inevitable high prevalence HIV/AIDS infection. This is the concern of this project to undertake health interventions that will reverse the trend and preserve those who are living positively.

The general goal of this project is Health Interventions for People Living with HIV/AIDS and Orphans and other Vulnerable Children in Busia District.

The proposed direct beneficiaries are 100 people living with HIV/AIDS/Orphans and other vulnerable children in Lumino Town Council, and the indirect beneficiaries are 3000 Youths and adults in Lumino Town Council.

The Implementation of the project will begin in 2021 and it will end in 2023. The total cost of this activity will be 102839.53 ($)

The completion report for the entire project will be written at the end of 2023. However, progressive reports will be submitted as implementation continues.

 

  1. BACKGROUND

 

The World Health Organization (WHO) shows that the national average of HIV prevalence in Uganda stands at 6%. However, it is 8% among populations residing around Kampala and Boarder districts. The pandemic has shifted from young unmarried individuals to older people in long term relationships and those formerly married people (Widowed, separated, divorced). Women are more infected than men across the spectrum (from birth to age 45 – 49). The sources of new infections are highest among married people at 43%, followed by Commercial Sex Workers at 22%, heterosexual casual Sex at 14%, Mother to Child Transmission at 21% and Medical injections at 1%.

 

The HIV pandemic has taken its toll on the population with wide spread ramifications on individuals, institutions, communities and the society at large.  This project therefore seeks to make a contribution to stem the tide of this trend. Efforts, during the project period shall be two folds:  To increase HIV awareness of the beneficiaries so that they can prevent themselves from infection and, to provide practical and psychosocial support to vulnerable children, young people and PLHIVA to deal with some of the effects of the HIV pandemic.

  1. JUSTIFICATION

2.1 Insufficient HIV & AIDS Messaging to Young People

The Ministry of health in Uganda has observed that the efficacy of Uganda’s HIV prevention programs is decreasing partly because a new generation of young people that were born after the onset of the pandemic in this country. This population segment is no longer receiving sufficient messaging that focuses on Abstinence from sexual activity or the delay in sexual debut as it was in the initial stages of the HV response. The emphasis of the ABC model of prevention has been credited for the curb the country’s HIV epidemic in the late 1980s and early 1990s. Therefore, there is need for continued education and increasing and sustaining awareness for this age group.

2.2 Change in the Demographic of the HIV Pandemic

The recent publications from the National AIDS commission(UAC), UAC also reveal that there has been a change in the demographic of the HIV epidemic. Whereas it has normally been the young populations that were most affected in the early years, (15-19, 20-24) the epidemic is now peaking at a higher age group of 30-34, 35-39. More alarming is that the new cases are increasingly occurring in the marriage and long term relationships context. These findings are contained in The Modes of HIV Transmission study, 2008, a product of a process that was done by Makerere University on behalf of Uganda AIDS Commission with support from the United Nations AIDS Programme.

The shift in the pandemic calls for a renewed focus on population segments that have long term relationships (married) and multiple sexual partnerships. Given the dynamic nature of the HIV pandemic, it is important to continually design efforts that will match the trends. A project of this nature can be one of the interventions that can be used to make a contribution to response to the pandemic.

2.3 OVCs – One of the Lasting Effects of the HIV Pandemic

It has been estimated that there were about 2.3 million known orphans that are in this country. Most of them have lost one or both of their parents due to the HIV pandemic. This is a significant issue affecting the children. However, there are other situations that have contributed to their plight and created gaps that have to be addressed. Child labor, child trafficking, sexual abuse (rape and defilement), malnutrition, armed conflict disease, ritual murders, high school drop out rates are among other issues that are affecting children. These have been well documented by government and other key players responding to children’s’ issues.

3. PROJECT OBJECTIVES & ACTIVITIES

3.1 Objectives

The following are the objectives that have been set out for this project:

  • To deliver HIV&AIDS awareness education to young people in selected Sub-counties in Busia District focusing on the reduction of their susceptibility to HIV infection.
  • To develop basic materials specifically for adults in the age groups of 30 years and above in selected areas to highlight the peak of new infections, so that they are reminded to make positive choices about their sexual behavior.
  • To facilitate the health and education of selected orphans and vulnerable children through the provision of basic needs like beddings, shelter, food, clothing and scholastic materials.
  • To support psychosocial, other basic needs and rehabilitation initiatives for selected young people, People living with HIV/AIDS and vulnerable children so that they will be empowered and reintegrated into their respective communities.

3.2. Activities

  • Contribution to Meet Needs of OVCs

The Lumino Town Council that has been identified for this project shall be the focus of the intervention so that to meet the intended objectives. The OVC shall be supported with the basic needs like food, clothing, bedding (Mattress, bed-sheets and blanket), and shelter for street children, school fees and other scholastic materials like books, pens, pencils, shoes, uniform. This is proposed to settle them and revive the hope for health living. They shall be helped to gain an education that can help in preparation for their future and become responsible citizens of their communities and change agents for Christ.

 

  • Rehabilitation Needs of Former Teen Sex Workers Met

The CDP project shall be supported for two years to meet the personal effects of children that have been rescued from teenage sex work so that they can stay in an appropriate environment (home) where they can be rehabilitated, taken back to school and later re- integrated into the community. This will be based at CDP mentoring Centre and will focus at Lumino Town a sexual commercial Centre for young people in Lumino Town Council.

 

  • HIV Information and Awareness for Church Groups

CDP Ministries will deliver HIV and sexual reproductive health education and information to raise awareness levels in selected areas of Lumino Town Council, Busia District. CDP will work with churches to target young people. It will also work with groups of young professionals, marriage groups and mission groups where people in the age bracket of 30 years and above are predominant, to raise HIV and AIDS awareness for the sake of prevention.

 

  • Critical Costs for Projects

The grant shall meet critical costs of projects that are delivering services to vulnerable target groups in their communities. CDP mentoring Centre shall be provided with rented space for two years so that it will be able to provide counseling services to the young people and accommodation for OVC who lack where to stay and for rehabilitation of the young people who were once sexual workers before integrating them in the community. The services of the cooks and the matrons have also been proposed so that the children and those under rehabilitation are well fed and cared for. The support will also contribute to the salaries of a social worker and three field officers, the School fees for Nursery and primary School, Secondary School and the vocational skills training for the vulnerable youth that are beneficiaries.

4. INTENDED OUTPUTS

  • 100 Orphans and vulnerable children be supported with the basic needs like food, clothing, bedding (Mattress, bed-sheets and blanket) and shelter for street children, school fees and other scholastic materials like books, pens, pencils, shoes, uniform so that they can attend school to gain education and live in good health condition for five years.
  • 10 former teen prostitutes and 30 adults Living with HIV/AIDS in a rehabilitation program be provided with basic personal effects for two years in the mentoring Centre and be trained in functional skills for I year.
  • 2000 young people in three sub-counties to be reached out with information about HIV & AIDS to raise and sustain awareness for prevention.
  • 1000 people in the age group of 30 years and above in the three sub-counties to be reached out with information about HIV & AIDS to raise and sustain awareness for prevention.

 

The intended outcome of this project will manifest with the improved quality of life of the PLHIV and the Orphans and other vulnerable children; the demonstration of good health practices and physically healthy; interact with others freely with improved esteem. The reduced poverty and poor hygiene related illnesses like scabies, ringworms, diarrhea, malaria, and respiratory tract infections.

 

5.  PROJECT DELIVERY & COORDINATION

5.0 Project Location

CDP will ensure the procurement of good quality project in – puts and their timely delivery to the beneficiaries. The CDP Executive Director will ensure the documentation of the project activities with the use File notes, activity reports, quarterly progressive reports, annual progressive reports and digital still photography.  A completion report will be written after the two year delivery period and shared with Health Alert. Note that all reports shall depend on the requirement of funder.

6.1 Project Monitoring

There will be field visits that will be made every month to ascertain progress made and ensure that it is within the targets and specifications that have been agreed. There will be reports that will be written after every visit is made.

6.2 Project Staff

The Program Managers will be responsible for coordinating the implementation of the project. They shall regularly report the progress of the project to the Executive Director at CDP. They shall also work closely with 3 Field Officers who will be responsible for the weekly delivery of the project and interaction with the selected communities.

 

  1. SUSTAINABILITY

The support toward this project of the health of PLHIV and the OVC, will be empowerment based that will exist for two years after which the beneficiaries will be in position to help themselves through Peer Educators, IGAs, Positive living and saving schemes.

8. CONCLUSION

The project will enable CDP Ministries to continue fulfilling its commitment and mandate of witnessing the living Christ and holistic mentoring for nations’ transformation as a response to the HIV pandemic and the plight of the children and young people that have been affected. It is intended that this project will alleviate their situation. It will also enable CDP make a contribution to address the issues that have been earmarked in the current Uganda AIDS Commission HIV national strategic framework and National Strategic Program Plan of Interventions (NSPPI) and the Millennium development goals.
