RE: Investment Opportunity – Combatting Modern Slavery and Human Trafficking (Phase III)

Dear [Donor Name/Program Officer],

The border corridors of Eastern Uganda are not just transit points for trade; they are hotspots where the dreams of vulnerable youth are often intercepted by deceptive recruitment and exploitation. Following the successful reach of over 200,000 individuals in Phases I and II, The Salvation Army Uganda Territory (TSA-Uganda) is pleased to present our proposal for Phase III: The Fight for Freedom.

While our previous interventions built a foundation of awareness, Phase III represents a strategic shift toward deep, sustainable resilience. We have identified that the “Safety Gap” in Uganda’s border districts is no longer just a lack of information—it is a lack of practical verification tools and economic alternatives.

Why Phase III is a Strategic Investment:

  • From Awareness to Agency: We are deploying a first-of-its-kind “Job Verification Manual” to equip 500+ youth with the skills to identify a trafficker before they leave their community.
  • Economic Reintegration: We are moving beyond temporary relief to provide 25+ survivors with structured livelihood pathways and leadership roles, ensuring they become advocates rather than victims.
  • Institutional Sustainability: By embedding anti-trafficking protocols within 25 existing “Rights of Children” (RoC) clubs and The Salvation Army’s permanent Corps network, your investment creates a safety net that survives long after the funding cycle ends.

This project is fully aligned with Uganda’s National Action Plan on Trafficking in Persons and the UN Sustainable Development Goals (SDGs 5, 8, and 16). We are not simply asking you to fund a project; we are inviting you to partner with a trusted, community-embedded institution to systematically disrupt the business model of modern slavery in Uganda.

Enclosed is our detailed Theory of Change and Project Proposal. We would welcome the opportunity to discuss how our shared goals can create a safer, trafficking-free future for the people of Uganda.

Yours Sincerely,
