IMPACT OF COMMUNICATION ON OPERATIONAL EFFICIENCY OF ORGANIZATIONS:
A CASE STUDY OF UGANDA REVENUE AUTHORITY

CHAPTER ONE

1.0 Introduction

This chapter outlines the background of the study, the statement of the problem, the purpose of the study, research objectives, research questions, scope of the study, and its significance.

1.1 Background of the Study

The term communication originates from the Latin word “communis,” meaning “common.” It refers to the process of sharing ideas, facts, opinions, and information among individuals to create mutual understanding. Communication involves the transmission of messages from one person, place, or entity to another through various means such as speech, writing, or gestures. Despite its frequent use, scholars have not reached a universal definition of communication; however, it is generally understood as the exchange of information and meaning between individuals.

Within the field of organizational behaviour, communication plays a critical role in influencing employee behaviour and overall organizational functioning (Kramer, 2019). According to Parasuraman (2017), communication is a two-way process where participants not only exchange information but also create shared meaning to achieve mutual understanding. It involves expressing ideas clearly so that the intended message is accurately understood by the receiver.

Globalization and advancements in political, economic, social, and technological spheres have significantly influenced organizational operations. As a result, organizations are compelled to adopt modern management approaches to remain competitive. Many of these approaches emphasize the importance of effective communication in enhancing employee performance and organizational success (Erogluer, 2011). Communication is therefore central to societal transformation and organizational development, serving as a bridge that connects individuals and facilitates the exchange of ideas.

Wilson (2017) further explains that communication helps reduce uncertainty within organizations, enabling them to achieve their objectives efficiently. Over time, communication has evolved into a formal field of study, particularly with the advancement of communication technologies in the 20th century (Baron, 2015).

Effective organizational communication has been linked to improved job satisfaction (Holtzhausen, 2002), which in turn enhances productivity (Litterst & Eyo, 2019). Additionally, studies have shown that good communication practices improve employee performance (Goris, 2007), whereas poor communication negatively affects operational outcomes.

The Uganda Revenue Authority (URA) has made notable progress in enhancing its operational performance through the adoption of information systems. These include the introduction of electronic customs declarations, online registration, and electronic payment systems. In 2010, URA further improved service delivery by establishing a taxpayer-centric portal that allows for efficient, transparent, and accessible services at any time and from any location.

Since its establishment in 1991, URA has continuously strived to improve its operational efficiency in order to achieve its mandate. However, the organization has faced several challenges that have hindered its ability to meet its targets. It is against this background that this study seeks to examine the impact of communication on operational efficiency, with specific reference to URA.

1.2 Problem Statement

Operational efficiency is essential for any organization seeking to achieve both short-term and long-term objectives. Despite efforts to improve its performance, the Uganda Revenue Authority has struggled to consistently meet its revenue targets, raising concerns about its operational efficiency.

According to Gaalya (2017), URA’s performance challenges are reflected in its inability to achieve revenue collection goals, leading to increasing deficits. For instance, in the 2016/2017 financial year, URA collected UGX 12.7 trillion, representing about 14% of GDP, against a target of UGX 13.1 trillion. Additionally, the organization recorded a revenue loss of UGX 404 billion in the 2015/2016 financial year and a deficit of UGX 2.6 trillion in 2017/2018.

These persistent challenges highlight the need to examine factors that influence operational efficiency, particularly communication. Therefore, this study aims to investigate how communication affects operational efficiency within organizations, focusing on URA.

1.3 Purpose of the Study

The purpose of this study is to examine the impact of communication on operational efficiency in organizations, with specific reference to the Uganda Revenue Authority.

1.4 Objectives of the Study

i. To identify the different forms of communication used in organizations.
ii. To examine the communication strategies employed by organizations.
iii. To assess strategies for enhancing operational efficiency in organizations.

1.5 Research Questions

i. What forms of communication are used in organizations?
ii. What communication strategies are employed by organizations?
iii. What strategies can be used to improve operational efficiency?

1.6 Scope of the Study

This study will cover the content scope, geographical scope, and time scope.

1.6.1 Content Scope

The study will focus on forms of communication used in organizations, communication strategies, and approaches for improving operational efficiency.

1.6.2 Geographical Scope

The study will be conducted at the Uganda Revenue Authority.

1.6.3 Time Scope

The study will consider data from the period 2018 to 2020.

1.7 Significance of the Study

The findings of this study will be beneficial in several ways. Future researchers will gain insights into communication practices within URA. The study will also contribute to academic literature on the relationship between communication and organizational performance.

Furthermore, policymakers will benefit from the findings by gaining knowledge on how to invest in information systems and employee training to enhance performance. The study will also help policymakers understand effective strategies for improving the performance of government agencies.
