IMPACT OF COMMUNICATION ON OPERATIONAL EFFICIENCY OF ORGANIZATIONS:
A CASE STUDY OF UGANDA REVENUE AUTHORITY

CHAPTER ONE

1.0 Introduction

This chapter presents an overview of the study, including the background, problem statement, purpose, research objectives, research questions, scope, and significance of the study.

1.1 Background of the Study

The concept of communication is derived from the Latin term “communis,” which means “to share” or “to make common.” Communication therefore refers to the process through which individuals exchange ideas, information, opinions, and feelings to achieve mutual understanding. It involves the transmission of messages from one person or entity to another using various channels such as speech, writing, and non-verbal cues. Although widely used, there is no universally accepted definition of communication; however, it is generally viewed as the exchange and interpretation of meaning between individuals.

In the context of organizational behaviour, communication plays a vital role in shaping employee behaviour and enhancing organizational effectiveness (Kramer, 2019). Parasuraman (2017) describes communication as a dynamic two-way process in which participants not only share information but also construct shared meaning to facilitate understanding. Effective communication requires clarity in message delivery to ensure that the intended meaning is accurately received and interpreted.

The forces of globalization, along with advancements in political, economic, social, and technological domains, have significantly transformed organizational environments. Consequently, organizations are compelled to adopt innovative management practices to remain competitive. Many of these practices emphasize the strategic role of communication in improving employee performance and achieving organizational goals (Erogluer, 2011). Communication thus serves as a critical link that connects individuals and enables the smooth flow of ideas within organizations.

According to Wilson (2017), communication reduces uncertainty within organizations, thereby supporting effective decision-making and goal attainment. The study of communication gained prominence in the 20th century, particularly with the emergence of advanced communication technologies (Baron, 2015).

Empirical evidence indicates that effective communication enhances job satisfaction (Holtzhausen, 2002), which subsequently leads to increased productivity (Litterst & Eyo, 2019). Furthermore, communication has been shown to positively influence employee performance (Goris, 2007), whereas ineffective communication can result in poor operational outcomes.

The Uganda Revenue Authority (URA) has made significant efforts to improve its operational efficiency through the adoption of modern information systems. These initiatives include electronic customs declaration, online taxpayer registration, and electronic payment platforms. In 2010, URA introduced a taxpayer-centered portal to enhance service delivery by providing accessible, efficient, and transparent services to taxpayers at any time and from any location.

Since its establishment in 1991, URA has consistently aimed to improve its operational performance to fulfill its mandate. However, despite these efforts, the organization continues to face challenges that limit its ability to achieve its targets. This situation provides the basis for examining the influence of communication on operational efficiency, with particular focus on URA.

1.2 Problem Statement

Operational efficiency is crucial for organizations striving to achieve both short-term and long-term objectives. Despite ongoing efforts to improve performance, the Uganda Revenue Authority has experienced difficulties in consistently meeting its revenue targets, raising concerns about its operational effectiveness.

Gaalya (2017) notes that URA’s performance challenges are evident in its failure to meet revenue collection targets, resulting in persistent deficits. For example, during the 2016/2017 financial year, URA collected UGX 12.7 trillion, equivalent to approximately 14% of GDP, against a target of UGX 13.1 trillion. Additionally, the organization recorded a revenue shortfall of UGX 404 billion in the 2015/2016 financial year and a deficit of UGX 2.6 trillion in 2017/2018.

These recurring challenges highlight the need to investigate factors affecting operational efficiency, particularly the role of communication. Therefore, this study seeks to examine the impact of communication on operational efficiency in organizations, with specific reference to URA.

1.3 Purpose of the Study

The purpose of this study is to analyze the impact of communication on operational efficiency in organizations, focusing specifically on the Uganda Revenue Authority.

1.4 Objectives of the Study

i. To identify the various forms of communication used within organizations.
ii. To examine the communication strategies adopted by organizations.
iii. To evaluate strategies for improving operational efficiency in organizations.

1.5 Research Questions

i. What forms of communication are utilized in organizations?
ii. What communication strategies are employed by organizations?
iii. What strategies can be implemented to enhance operational efficiency?

1.6 Scope of the Study

The study will be limited to content, geographical, and time scope.

1.6.1 Content Scope

The study will focus on forms of communication, communication strategies, and approaches to improving operational efficiency within organizations.

1.6.2 Geographical Scope

The study will be conducted at the Uganda Revenue Authority.

1.6.3 Time Scope

The study will consider data covering the period from 2018 to 2020.

1.7 Significance of the Study

The findings of this study will be valuable to various stakeholders. Future researchers will benefit from insights into communication practices within URA. The study will also contribute to the existing body of knowledge on communication and organizational performance.

Additionally, policymakers will gain useful information on investing in information systems and employee training to enhance organizational performance. The study will further provide guidance on strategies for improving efficiency in government institutions.
