ASSESSMENT OF THE FUNCTIONALITY OF THE MONITORING AND EVALUATION SYSTEM AND THE PERFORMANCE OF PUBLIC SECTOR PROGRAMS: A CASE STUDY OF MASAKA DISTRICT LOCAL GOVERNMENT
CHAPTER ONE
INTRODUCTION
1.1 Introduction This chapter presents the background to the study, statement of the problem, purpose of the study, specific objectives, research questions, research hypotheses, conceptual framework, scope of the study, significance of the study, justification, and operational definitions of key terms.
1.2 Background to the Study
1.2.1 Historical Background Evaluation has been an integral part of human existence since time immemorial, evolving alongside human civilization (Basheka, 2016). Its roots can be traced back to biblical times, as illustrated in the account of creation in Genesis (1:31), where God observed His creation on the fifth day and declared it good. Ancient Greek philosophers such as Socrates, Plato, and Aristotle, along with mathematicians like Pythagoras and Euclid, also profoundly influenced the development of evaluation practices (Zanakis et al., 2003).
The Delphic Oracle (ninth to third centuries BC) functioned as the ancient world’s first central intelligence database. Composed of approximately 90 highly educated priests, this interdisciplinary body collected, analyzed, and evaluated information to advise citizens and leaders, including Alexander the Great (Theofanides et al., 2003). By the fourth century BC, evaluation and monitoring had become essential components of large-scale project management. Griffin (2005) notes that management principles were applied effectively in the construction of the Egyptian pyramids around 2900 BC, demonstrating early use of planning, organizing, and controlling functions.
In the modern era, the field of Monitoring and Evaluation (M&E) is heavily influenced by American scholarship and practice. The United States is considered the global leader in evaluation research, professionalization, institutionalization, and capacity building (Basheka, 2016). The American Evaluation Association (AEA), for instance, grew from over 3,000 members in 2001 to approximately 7,000 by mid-2015 (Basheka & Byamugisha, 2015).
Europe has also seen significant professionalization, with countries such as Sweden, the Netherlands, the United Kingdom, Germany, Denmark, Norway, France, and Finland leading the way. Notable progress has equally been recorded in Switzerland, Japan, Spain, Italy, Israel, and several African nations. By 2013, the International Organization for Cooperation in Evaluation (IOCE) reported 145 evaluation associations worldwide (IOCE, 2013).
In Africa, the first national evaluation association was established in Ghana in 1997, followed by the African Evaluation Association in 1999. Rapid growth in professional evaluation networks occurred between 2000 and 2004, driven by both domestic and global forces. The rise of New Public Management (NPM), with its emphasis on results, transparency, and accountability, further increased demand for robust M&E systems across the continent (De Kool & Van Buuren, 2004).
In Uganda, successive governments have strengthened M&E frameworks over the past two decades to improve accountability in public and private sector spending. M&E is prominently featured in the National Development Plan and has been institutionalized across government systems. The Office of the Prime Minister (OPM) holds the constitutional mandate to coordinate reforms and service delivery, supported by a dedicated M&E function (National M&E Policy, 2013). The National Integrated Monitoring and Evaluation Strategy (NIMES, 2006) was developed to enhance M&E capacity and promote evidence-based decision-making.
1.2.2 Theoretical Background This study is anchored on General Systems Theory, originally developed by Ludwig von Bertalanffy (1934, cited in Tama, 1987). The theory provides a useful lens for analyzing the functionality of M&E systems and their influence on the performance of public sector programs.
According to Bertalanffy (1968), a system consists of interrelated elements forming an organized whole. These elements—including sub-systems and components—are interdependent, such that changes in one part affect others. A core function of any system is the transformation of inputs (information, finances, materials, human resources) into outputs (goods and services) through a mediator process.
In this study, the M&E system is viewed as a critical sub-system within the larger public sector program framework. General Systems Theory helps explain the interconnectedness of components such as technical capacity, financial resources, and data quality, and how they collectively influence program performance.
1.2.3 Conceptual Background Technical Capacity refers to the ability of human resources within an organization to effectively conduct and utilize evaluations. It encompasses staff qualifications, experience, and knowledge of M&E systems (Byamugisha, 2016).
Financial Capacity involves the availability, timeliness, adequacy, and accountability of funds allocated to M&E activities (USAID, 2015).
Quality of M&E Systems is the extent to which M&E processes and outputs meet established methodological and quality standards (Mulandi, 2013).
Utilization of M&E Information refers to the practical application of M&E findings in decision-making, performance improvement, and organizational learning.
1.2.4 Contextual Background Masaka District Local Government, located in central Uganda, has distinct demographic, economic, and cultural characteristics that influence public sector program implementation. The study focuses on key public sector programs in areas such as health, education, infrastructure, and agriculture.
The district’s M&E system includes specific indicators, data collection methods, reporting structures, and feedback mechanisms. Performance is assessed using relevant metrics related to outputs, outcomes, efficiency, and impact. The study also considers the roles of various stakeholders (government officials, communities, NGOs, and development partners) and examines challenges such as resource constraints, data quality issues, and coordination gaps, alongside opportunities for improvement within the prevailing policy environment.
1.3 Statement of the Problem Although M&E findings are expected to inform decision-making, planning, and organizational learning (Basheka, 2016), their utilization remains limited in many public sector institutions. In Masaka District Local Government, health information at higher-level facilities is not adequately used for improvement. Despite substantial investments in human, technical, and financial resources by the Ministry of Health, utilization of evaluation findings remains low.
This is reflected in the district’s declining performance rankings in the Annual Health Sector Performance Reports (AHSPR): 18th out of 128 districts in 2018/2019 and 76th in 2019/2020. These reports evaluate coverage and quality of health, education, and administrative services. The current study therefore seeks to assess the functionality of the M&E system and its influence on the performance of public sector programs in Masaka District.
1.4 Main Objective The study seeks to assess the functionality of the monitoring and evaluation system and its relationship with the performance of public sector programs in Masaka District Local Government.
1.5 Specific Objectives
- To establish the relationship between technical capacity of M&E staff and the performance of public sector programs.
- To assess the relationship between financial capacity and the functionality of the M&E system on public sector program performance.
- To examine the relationship between the quality of M&E systems and the performance of public sector programs.
1.6 Research Hypotheses H₀₁: There is no significant relationship between technical capacity of M&E systems and the performance of public sector programs. H₀₂: There is no significant relationship between financial capacity and the functionality of M&E systems on the performance of public sector programs. H₀₃: There is no significant relationship between the quality of M&E systems and the performance of public sector programs.

The framework illustrates that improved technical capacity, financial resources, and quality of M&E systems enhance the utilization of M&E findings, which in turn contributes to better program performance.
1.9 Significance of the Study This study will provide valuable insights for future researchers on the relationships between technical capacity, financial capacity, M&E quality, and the utilization of evaluation findings in public sector institutions in Masaka District.
It will equip the Government of Uganda and policymakers with evidence on how to strengthen M&E systems, improve resource allocation, and enhance the implementation of government programs. Ultimately, the findings will contribute to better service delivery and more effective utilization of M&E results in public sector institutions.
1.10 Justification of the Study Understanding the factors affecting the utilization of M&E findings is essential for improving public sector performance. Persistent underutilization of evaluation results undermines program effectiveness and service delivery.
Global and regional health workforce shortages, inequities in resource allocation, and the critical need for evidence-based management further justify this study. Sub-Saharan Africa faces severe health worker shortages and low budgetary allocations compared to other regions. This research will generate recommendations to strengthen technical capacity and M&E practices, ultimately improving the quality and performance of health and other public sector institutions in Masaka District and similar contexts.
1.11 Scope of the Study
1.11.1 Content Scope The study focuses on the influence of technical capacity, financial capacity, and quality of M&E systems on the utilization of M&E findings and the overall performance of public sector programs.
1.11.2 Geographical Scope The study will be conducted in Masaka District Local Government, central Uganda.
1.11.3 Time Scope The study will be carried out over a period of eight months.
1.12 Operational Definitions of Key Terms
- Technical Capacity: The qualifications, experience, and knowledge of human resources responsible for implementing and utilizing M&E systems.
- Financial Capacity: The availability, timeliness, adequacy, and accountability of financial resources allocated to M&E activities.
