Friedrich sees it as a deliberate course of action taken within a given environment to achieve specific goals while overcoming challenges.

Public policy formulation and implementation involve a carefully designed course of action that requires close coordination among key government institutions, including the executive, legislature, bureaucracy, and judiciary. These policies are typically reflected in constitutions, legislation, and judicial decisions. Fundamentally, public policy serves as a guiding principle for action by government authorities, ensuring consistency with legal frameworks and institutional norms.

Therefore, strengthening accountability mechanisms is crucial for improving governance outcomes.
