1 INTRODUCTION

LOGISTICS PLANNING

Logistics planning is undertaken as part of the program/service planning process. The primary concept of Logistics is that advanced planning, scheduling and result in cost savings, efficient business operation, and increased value for money. The EPSILON is expected to use Logistics planning as an opportunity to evaluate/review the entire Logistics process so that sound judgments and good decision making will facilitate the success of the overall project implementation in the Logistics of waste.

EPSILON logistics plan is mainly concerned with Transportation, recycling, incineration and disposal.

Epsilon generally is concerned with a comprehensive waste management by ensure environmental preservation in a cost effective way by ensuring proper disposal of wastes as per the international standards.

WHAT THIS MANUAL IS ABOUT

The purpose of this manual is twofold. The first is to describe the preliminary considerations and activities that ensure the success of any Logistics effort. These considerations include:

  • determining the class of Logistics, of waste management;
  • identifying pre-Logistics approval requirements and processes in waste management; and
  • Selecting the most suitable Logistics approach for waste that specifically preserves the environment.

 

The second is to lay out the foundation of the role of the clients in ensuring proper waste management process. This includes a discussion on conduct and ethics of the key players during and after the Logistics process.

 

 

 

OBJECTIVES OF THE PLANNING MANUAL

EPSILON Logistics activities for waste management indicates that the organization needs to ensure an efficient systems that preserves the environment, follows the government and international laws on waste management and also preserves the environment and therefore the following objectives must be met:

  • That acquisitions of waste are managed consistent with government policy;
  • That EPSILON receives the best value for money on contracts;
  • That EPSILON has access to all the necessary information regarding the waste and develops a proper plan for the disposal of the waste in line with both government and international laws to prevent adverse effects of the process on the environment.
  • EPSILON objective is to ensure that the cost of the logistics is greatly reduced and value for money is achieved.

 

 

ROLES AND RESPONSIBILITIES

Successful completion of a Logistics Plan requires action from multiple departments within EPSILON.  Roles and responsibilities of project stakeholders are provided hereunder:

PROCUREMENT UNIT AND FACILITIES

  • Negotiate contracts on behalf of the organization
  • Be thoroughly familiar with the governments’ Logistics policy, Logistics law, revised standard bidding documents, revised regulations and accompanying guidelines for the standard bidding documents.
  • Manage solicitation and contract award processes in a prudent and unbiased manner that fairly treats all potential vendors and bidders.
  • Ensure that contracts for waste management are designed to provide the best value for money to the organization.
  • Determine the type of Logistics method to be undertaken, i.e., quality- and cost-based selection (QCBS), quality-based selection (QBS), selection under a fixed budget (FBS), least-cost selection (LCS), selection based on consultants’ qualifications (CQS, and single-source selection (SSS).
  • Ensure that the Logistics meets program requirements;
  • Manage all logistics activities

Responsibilities of the Finance/Accounting Department

  • Ensure that funding is available as per the deliverable and payment schedule as set out in the contract.
  • Payments are made in a timely manner.

 

Human Resource

  • Ensure that the logistic team is well facilitated during the process as per the organizational policies.
  • Ensure that the team involved in logistics activities are have the necessary knowledge and skills to achieve the organizational goals.
  • Ensuring that the team involved in the logistics process understand the company policies and are able to achieve value for money for the organization.

 

 

Engineering maintenance and installation

 

  • The engineering team is solely responsible for the design and construction as per the clients’ needs.
  • The engineering team also is responsible for the safe disposal of waste as per the organizational goals in ensuring that there is value for money achieved by the organization.

KEY STEPS IN THE LOGISTICS

PLANNING PROCESS

 

FORECASTING

Forecasting is the first, and arguably the most important step in the Logistics process because it provides the opportunity to link the Logistics plan to the overall business strategy and objectives of the EPSILON. When forecasting, consideration should be given to the following:

 

  • Defining Logistics requirements for a specific waste basing on the type of waste;
  • Assessing the capacity for implementation;
  • Determining the time frame of project implementation;
  • Presenting realistic budget forecast (external/counterpart funds) for project implementation;
  • Seeking approval from the government key institutions like NEMA
  • Identifying all items that have to be available to enable the organization achieve its goals.
  • Creating sound financial justification for the waste disposal method and following the government and international laws.

At a minimum, forecasting for the waste disposal is normally for a period of one years the company plans for the disposal of a specific waste in line to the local and international laws that ensure that the environment is preserved and waste is disposal off sustainably without hindering the economic activities for a specific community.

 

DEVELOPING THE LOGISTICS WORK PLAN

There are three steps involved in developing a Logistics work plan for a specific waste:

 

Generally there are different types of waste and they include;

 

Solid waste;

 

Which may be dangerous to the environment and some others which are not dangerous to the eco-system.

Liquid waste

Liquid waste includes both chemical and non-chemical wastes and some of them are extremely Hazardous to the environment.

 

Waste in powder and gas form

All these waste need to be disposed of in relation to the local and international laws regarding the disposal of these waste.

The steps to consider during the disposal of waste.

 

  • First, define the wastes the organization needs to dispose of.

As per the requirement of the client and also taking into the scientific impacts of this type of waste to the environment.

 

  • Next, define the process for waste disposal;
  • And finally, schedule the timeframes for disposal.

 

Depending on the objectives of the agency a decision would have to be made as to the type of Logistics to be undertaken.

 

Depending on the type of Logistics to be undertaken, you can define the Logistics requirements, identify potential suppliers, contract those suppliers and manage them to ensure delivery.

 

In order to minimize total Logistics costs, there must be flexibility to adapt new Logistics strategies to changes in initial assumptions. A completely specified Logistics plan may be optimal at the time it is generated, but is extremely vulnerable to changes. LOGISTICS PLAN OVERVIEW

During the Initiation Phase of a Project, the EPSILON defines the requirements and develops a business case to support its execution.  The information provided herein assumes that the required approvals have been completed; both by the agency and by the necessary overview organizations as the project moves through the various gates and phases of its life.  As part of the Project Plan, a Logistics Plan is established in the initial phase of the project life cycle. At this point in the Logistics planning steps, the Plan is little more than a strategic vision.

 

During the logistics planning phase it is imperative for the organization to ensure that they consider the all the available options that the organization has at its disposal before choosing the appropriate strategy to follow in the waste management process.

 

 

The Logistics Plan should include six key Steps: 

  • Type of waste
  • The available resources for necessary for disposal
  • The government and international laws regarding the waste disposal mechanisms
  • The requirements of the waste disposal process
  • Type of the contract with the clients
  • Contract Administration
  • Execution of the contract
  • Monitoring and evaluation of the logistics contract process

Type of waste to be disposed of; during the logistics plan when the organization has established the type of waste to be disposed of depending whether; solid waste, liquid waste or gaseous waste.

 

 

The available resources necessary for disposal; depending whether the waste disposal requires large numbers of human resource whether technical or none and whether the waste requires specific trucks which the organization may not be having at the moment. These have to be taken into consideration during the planning process to enable the organization achieve efficiency.

 

 

 

The government and international laws regarding the waste disposal mechanisms; different waste have different waste disposal guidelines as issued by International organizations with respect to human health and environmental protection, therefore disposal of these waste the organization needs to understand the international laws and procedures regarding the disposal of these waste .

 

The requirements of the waste disposal process; different types of wastes have different waste disposal requirements therefore the organization must clearly analyze the necessary requirements that must be in place to ensure that the organization is able to dispose of the waste safely which also achieving value for money in the process.

 

 

Type of the contract with the clients; there are different types of contracts that organizations may find it necessary to sign with EPSILON this is to the interest of that specific organization that needs its waste to be disposed of, therefore to ensure that EPSILON achieves value for money it must be cognizant on the type of contract they sign with their respect clients.

 

 

Contract Administration; the contracts needs to be administered. So EPSILON needs to ensure that the right administrators are put in place during the contract administration process.

 

Execution of the contract; after having all the resources in place EPSILON therefore goes ahead to execute the contract and therefore ensure that the process goes on as per the plan.

 

 

The management then monitors the progress of the logistics contract and evaluates its performance accordingly.

 

Close out; the organization then closes out the contract after it has executed its projects.

MANAGING RISKS IN THE LOGISTICS PROCESS

Risks are inherent in all the stages of the Logistics process especially fraud and corruption. Therefore an effective Logistics process requires the application of sound risk management practices aimed at protecting the interests of the organization and ensuring that the Logistics outcomes are achieved.

 

In the design and development of a Logistics process, it is vital that the planners are able to identify the risks involved in various stages of the Logistics process. They should be able to evaluate the risk management process undertaken by management and see whether appropriate measures have been undertaken to overcome the identified risks.
