EXPLANATION OF PROBLEM TREE
Conflict refers to some form of friction, or discord arising within a group when the beliefs or actions of one or more members of the group are either resisted by or unacceptable to one or more members of another group, (Curhan & Ross, L. (2004).
Poor governance; this is mainly governing of people in a way that doesn’t lead to their prosperity.
Poor governance in Uganda has been as a result of lack of separation of powers between the different arms of government.
This has led to poor performance of most of the government institutions which as a result has led to under development, conflicts and poor governance.
The different arms of government mainly; judiciary, legislature and executive when they interfere with the functions of one another they lead to compromise of the functions of the other.
During the parliamentary scuffle the security forces who were attached to the presidents’ security accessed parliament in illegal manner this raised many questions as to how they could have come to be in parliament and above all speak of parliament was to aware of their presence in parliament.
This showed that there is lack of autonomy of parliament of Uganda since some of the country’s security forces access parliament without the knowledge and permission of speaker of parliament.
The recent parliamentary scuffle has been identified as a result of weak political institutions in Uganda which has led to conflicts and under development in the country.
According to the problem tree the causes of poor governance, conflicts and under development emanates from the following; Lack of accountability, lack of citizens political participation and lack of transparence in the country.
Lack of Transparency in the country leads to corruption in here by leading to poverty in the country.
In addition to that lack of citizen political participation leads to weak democratic institutions which in turn leads to poverty in the country.
Lastly corruption causes poor service delivery leading to poverty in the country.
